ABSTRACT
Aim of this report is will describe an effort to increase teacher competency that has been done trough the headmaster supervision with a problem-based approach in SDN 12 Karangasem and SDN 7 Subagan. Those programs are planed one of them expected outcomes to increase students' curiosity trough literations optimations. Several program is already realized both SDN 12 Karangsem and SDN 7 Subagan are  1) Problem Nets Analysis to improve our teaching skills, career, and competencies; 2) Paguyuban Kelas, Paguyuban kelas is the organization of the parents who care about their children's educations; 3)   Arisan Buku, Arisan Buku is the parent's social gathering; 4) Pertamak (Perpustakaan Kamar Anak), Pertamak is a library in the children's rooms; 5) Supervision for Clean School Free Plastic Garbage; 6); Literations Program with Supervision for Innovation like an authentic assessment for a comprehensive evaluation by the teacher himself to realize freedom learning. 7) Supervision for control student attitude by the negative influence of Information Technology or Gadget while we interest to improve student knowledge, attitude, and skills by using the gadget.


3.1 INTRODUCTIONS

3.1.1 Background

Science is the basic way that how we will know about everything in our life. Within science We will open our mind until We aware of What’s alive, What is our aim of life, Why do We become a human and many other questions. Many people find the answer in any opinion, one of them is science. Science has already proved it, and it can explain a little answer about the big secret of human living and the universe around it.
Human Curiosity is basic human nature. Lowenstein (1994 :11) said cognitive induced deprivations that arises from the perceptions of a gap in knowledge and understanding. Curiosity is the impulse toward better cognitions meaning that is desire to understand that which you do not (James, 1899:10). Gap between what they want to know and what they have alreddy knew drive human to find more.  They improve their life by millions of years from generations to the next generations because of the basic human nature that we called curiosity. From curiosity finally science is born. The first human success in implementing science begins with how they make a fire.
Curiosity needs a simple rule, so it can make a big impact on the human life. Especially now when we teache the student must trough their curiosity. The environment that can create our students freedom of thinking can make a big impact to improve their experience of learning.
The teacher is the first part to make a guarantee that the student can learn everything freely. The teacher only a facilitator. They not the only science source. The clever teacher is not so necessary. We need a teacher that can make how a student learning. Learning how to solve the problem. Because We are human can keep our existing as a human start from finding a fire trough curiosity, next until keeping that fire to keep our life sustainable as a human in our blue planet. Or perhaps on another ex planet that needs another way to conquer the next challenge. So The teacher should start teaching science from that as a meaningful and useable by students think to solve the problem because a problem is a door to know how we can find the real science trough freedom thinking.
In fact, in our education environment, it is not supporting to make this effort. Many teachers still using the traditional style in their teaching activity. Most Teachers still using Direct teaching, lecture method with the behaviorism approach. We must change their mindset. Every teacher has to change their style of teaching, become more open so the students enjoy their way to learn by themself. Inquiry method, problem base learning method, project base learning method are suitable on that effort.
How a teacher can do that? The description below, I will describe how using a problem-solving approach to increase teacher competence in teaching science trough headmaster academic supervision in SDN 12 Karangasem and SDN 7 Subagan .

3.1.2 Aim

According to the descriptions above, here this I describe the aim of this report as  below : Within this report, will describe an effort to increase teacher competency that has been done trough the headmaster supervision with a problem-based approach in SDN 12 Karangasem and SDN 7 Subagan.

3.1.3 Expected Outcome

The outcome of this effort is expected to :
1. To increase my competency as a leader in describing the analysis of my strengths and weakness in school managing especially in how to increase quality science learning trough classroom science supervision
2. To find a problem in how to increase teacher competency especially in how learning science
3. To Empowerement the teacher so they find the best way to teach science through joyful learning, meaningful until getting useful to the students' life when they living a life journey in the future.
4. Generally to increase the quality of educations through Internal Quality Assurance System of Educations in SDN 12 Karangasem and SDN 7 Subagan.


3.2 INTERNAL QUALITY ASSURANCE SYSTEM OF EDUCATIONS

3.2.1 Rasionale

Quality of educations can asses with empowerment principles by the school them selfs. Empowerment involving the society as parent, company,  government, and school itself.  In our motto as from the school, for the school and by the school. In case school base management is the keyword. The government program that implementing the Internal Quality Assurance System of Education to implement School Base Management never been gotten maximum. The problem is mostly to many rules, that reflected by the centralistic program. The government and their stakeholder that related to it assume that they can control the change of mindset. But something that we need we is changing our mindset by ourselves. This thinking is very different. The differences between that are the direction of change. Within a changing mindset from bottom-up can be explained as empowerment. According to the statement above, the important effort that we can be doing is we could prepare students to anticipate the unknown where the directions of change because the future doesn't really exist yet.
According the above reason, as C Fadel (2008) We are currently preparing students for jobs and technologies that don’t yet exist, in other to solve problems that we don’t even know are problems yet. Nadiem Makarim as a Minister of  Indonesian Educations and Culture, program a new policy called "Merdeka Belajar". We are certain that the program is suitable for the last conditions of the global trend educations directions. 21st-century skill as critical thinking, creativity, collaborations, and communications can be realized with learning freedom.
Welcoming the new program about "Merdeka Belajar" I am as a authors look back on the program that I have been released before in SDN 12 Karangasem that I am as a headmaster before I move to SDN 7 Subagan have been doing suitable with the spirit of "Merdeka Belajar". Those programs are planed one of them expected outcomes to increase students' curiosity trough literations optimations.

3.2.2 The program in SDN 12 Karangasem (already have been done)

Since the first time takes a job as a headmaster, author began with identifications the school about what will be doing. Te effort starts from talking, interviewing, seeing what happens and what are in there. Collaboration involving teachers, students, parents, and supervisors, finally assumption real actions that have to do.  Here this same program that has been done as below :
1.     Problem Nets Analysis to improve our teaching skills, career, and competencies by identifying the problem and find the problem node and problem key. By the problem key, we will be able to solve the problem.
2.     Paguyuban Kelas, Paguyuban kelas is the organization of the parents who care about their children's educations.
3.     Arisan Buku, Arisan Buku is the parent's social gathering. Every parent collects a book and sharing a book with each other to improve reading habits for their children in their homes.
4.     Pertamak (Perpustakaan Kamar Anak), Pertamak is a library in the children's rooms. The book that collects form Arisan Buku activity keep in their private library called Pertamak. Reading book activity will be happening from the library of school until the private library at the corner of children's rooms at their house.
Began with Program Problem Nets to solve the problem until Pertamak as a program for literations to habit increasingly. This comprehensive and collaborations program will increase curios spirit, especially in Science. Right now this comprehensive program still has been doing bay the new headmaster in SDN 12 Karangasem until now.

3.2.3 The program in SDN 7 Subagan (already will be done)

Start by 7th January 2020 I have been moving to SDN 7 Subagan as a new headmaster. Two months as a leader at SDN 7 Subagan, the program has been planing and be done
1.     Literations Program with Supervision for Innovation like an authentic assessment for a comprehensive evaluation by the teacher himself to realize freedom learning. Its instrument will arranged by the teacher to know how far the student understands and skillful about cognitive, attitude and skills relevant to the competency that available by curriculum scope.
2.     Supervision for Clean School Free Plastic Garbage. This program aims is to improve students' awareness and our social environment from any waste and garbage especially plastic.
3.     Supervision for control student attitude by the negative influence of Information Technology or Gadget while we interest to improve student knowledge, attitude, and skills by using the gadget. This effort is realized by obliging every student to fill the daily journal book made by themselves, signed by teachers and parents. This activity will make the teacher and parents concern about students' activity. Between teacher and parents be related to each other. Confirmation between teacher and parents will happen so students' attitude and character will be identified deeper. In this case, the teacher and parent know more early the negative influence of Gadget and reduce it. As well as the teacher and parents can improve the student's uniqueness and talent so became grow and develop.

A good habit that created about attitude, cognitive and skill will support achievement as a superior student especially in science educations.

I. PENDAHULUAN Pola konservativisme selalu menjadi hantu dalam ranah apapun dan dalam ruang lingkup pembicaraan apapun. Konservatifisme memandang bahwa apa yang telah ada adalah selalu yang terbaik dari yang baru. Hal tersebut terjadi di segala bidang.   A.                 LATAR BELAKANG Peningkatan kualitas guru tak lepas dari meningkatnya kompetensi guru. Meningkatnya kompetensi guru juga ditunjang oleh meningkatnya wawasan guru dalam memahami berbagai metodelogi pendidikan dan media pendidikan. Kemampuan guru dalam menguasai cara penggunaan beberapa aplikasi komputer dalam pembuatan media pembelajaran untuk mendukung dalam upaya meningkatkan profesionalisme guru. Dalam rangka meningkatkan profesionalisme guru diatur pada Permendiknas No. 35 tahun 2010 dimana kenaikan pangkat dari guru pertama ke guru muda harus menyertakan bukti fisik terkait kegiatan PKB yang dikatagorikan dalam unsur utama. Dimana komposisi unsur utama terdiri dari kegiatan PKG sebesar 90% dan PKB sebesar 10%. Kegiatan PKB guru dapat berupa karya inovasi guru, publikasi ilmiah, karya ilmiah popular, karya seni dan media pembelajaran.
